Harit Prayas and MNREGA @JCSS, Jhansi

One of the objectives of the Harit Prayas project is to make people aware of their due rights regarding MNREGA. For the rural India MNREGA is the biggest livelihood scheme. For millions of unskilled labors MNREGA is lifeline.
At the same time MNREGA workers face a number of problems. One of the problems is related with getting their due wages.
In village Khandi, one of the target villages of project Harit Prayas, workers are suffering from corruption rampant in MNREGA. The data of Baseline survey explicitly shows the actual picture. During the baseline survey people of Khandi village shared this problem with JCSS Harit Prayas team.
Capacity building of rural community on the Grievance Redressal Mechanism aims at empowerment of the community members and enable them to solve their problems.
At the same time the issue of corruption is very complex and sensitive in the Bundelkhand region. The whistleblowers are generally being victimized by the vested interest group who are involved in corruption. Taking note of this fact the Harit Prayas team has developed a methodology for tackling this problem.
·         Identification of the community members having grievances regarding MNREGA.
·         To discuss the issues with the community member individually.
·         To guide the individual for making use of government’s Grievance Redressal Mechanism.
·         The individual is being advised not to use the grievance redressal mechanism individually, but always in a group. It will ensure their safety and make the complaint effective.
·         The community members are requested not to make the name of cluster coordinators or the field coordinator public, who guided and motivated them to use grievance redressal mechanism. The safety of Harit Prayas field staff is of utmost importance. And the staffs should never become the party in this whole process.
The experienced Field Coordinator Mr. Kailash Narayan Gautam (Harit Prayas) followed the methodology and tried to solve the problems of MNREGA wage laborers. He guided the MNREGA job card holders, who did not receive their due wages for the last six months. As a result the MNREGA workers have complained to the appropriate authorities collectively. This has been covered by the leading news paper. And the issue of corruption in MNREGA at Khandi village has come into limelight. The process of empowerment of community members has begun. Hope the community members continue with the same zeal and fight for their rights regarding MNREGA. Slowly but steadily, project Harit Prayas started yielding results…..

HARIT PRAYAS @MVSS Sagar

CONDUCTED ON 23RD -27TH JULY

Purpose: - To reinforce the team of Harit Prayas (Sagar) on the project & its activities for the better execution in the near future & to analyze the field progress of the target field area.

Summary:-
Day1:-
We started our workshop with the Reporting & documentation session. Mr. Vinod Pandey (P.O.) has briefed the concept of impressive report writing & also suggested some tools for the documentation. He suggested to write result based report to show the changes took place in the project area so that our progress could be easily noticed.

Day 2:-
Our next session was on the induction of project to the whole staff so that optimum utilization of their capacities can be done for the progress of our project. As a result the staff is now clear with different phases of the project & its activities. We have divided the whole project activities into quarterly & monthly basis so that we can monitor ourselves against set targets. The project coordinator is now clear with her responsibilities & results to be achieved through the smooth coordination with the staff. Cluster coordinators are also clear with the the project concepts & are interested to work more enthusiastic & responsible staff.

Day3:-
Mr. Ayush Shivpuri NABARD DDM of Sagar, briefed us about the various resources available with NABARD.  He explained in details regarding objectives, functions and the need of formation of Farmers Clubs. He also promised us to support Harit Prayas Project in every possible way.  Later we conducted our monthly meeting in Janpahal office. Project coordinator reported the major activities implemented & later the cluster coordinators presented their monthly activities in their respective target fields. Fr. Shaju (Director) gave some suggestions to improve their work.
After lunch we went to JUNA Village with our Project Officer & he analyzed the cluster coordinator work with the target groups.

Observations:-
1. Cluster coordinators need to increase their number of visits to the targeted villages.
2. They have to setup strong network with their target community.

Day 4:-
On the last day Project Coordinator along with Project Officer developed some monitoring & evaluation tools. Then project officer capacitated Sr. Karuna (accountant) related to the financial concepts.
Later he presented his observation report with Director, Project Coordinator & Accountant & gave suggestions to improve the project activities.

Overall outcome:-

  • Whole staffs were clear about the project & its related concepts.
  • Improved the capacity of reporting & documentation.
  • Generation of result based monitoring & evaluation tools.
  • Generation of Performa for collection of basic details of target groups.

Future need:-
·       Training on accountants with special reference to Hairt Prayas Project
·       Training on micro planning.

BEST USE of IEC materials by HARIT PRAYAS team at JCSS-Jhansi

Generally it is believed that whenever IEC material is given to the community members, they simply don’t make the best use of it. Either they keep it in the box or it is misplaced. On the other hand the NGO and the team members of the project work hard to develop the IEC materials. It takes time, money and energy in developing/compiling IEC materials. Its really sad to see our energy go in vain, when community members don’t use the IEC materials.

Under Harit Prayas project JCSS has taken new initiative in making best use of IEC materials. The cluster coordinators and the Field coordinator, in their daily visit to the target area, ask the community members to read the IEC material publicly, in the meeting.

Apart from this if somebody from the community ask any question regarding MNREGA or any other Government schemes, we ask that person to read the IEC material given to him. He/she reads. The community members hear.

The objective is to empower the community. If they read the IEC materials, they will come to know about the government schemes. Their doubts will be cleared. If they feel any difficulty then JCSS staffs assist them. If someone from the community reads the IEC material, the community does trust him (since the reader is one of them).

The 21st century society is ‘information society’. Information is power. And this power must be transferred to them. If we continue the process for the project period, it will yield revolutionary result.

India achieves record output of wheat, pulses in 2010-11

 
New Delhi, July 19 2011 (PTI) India produced a record quantum of wheat and pulses in the 2010-11 crop year, ending June, at 85.93 million tonnes and 18.09 million tonnes, respectively, on the back of a good monsoon and higher support prices for farmers.

According to fourth advance estimates prepared by the Agriculture Ministry, the country is estimated to have harvested 95.32 million tonnes of rice and 42.22 million tonnes of coarse cereals in the 2010-11 crop year (July-June), sources said.

 
The country''s total foodgrains production is estimated at 241.56 million tonnes in 2010-11, as against 218.11 million tonnes in the previous year.

Last week, Prime Minister Manmohan Singh and Agriculture Minister Sharad Pawar announced that foodgrains production has increased to 241 million tonnes in the 2010-11 crop year, compared to the third advance estimate of 235.88 million tonnes released in April.

 
Foodgrains comprise rice, wheat, coarse cereals and pulses. In the 2009-10 crop year, wheat production stood at 80.8 million tonnes, rice at 89.09 million tonnes, coarse cereals at 33.55 million tonnes and pulses at 14.66 million tonnes.

Each one teach one!

It’s an anecdote defining the progress in the strength of HARIT PRAYAS staff at Sagar…

HARI & RAJA the cluster coordinators of HARIT PRAYAS project at the MVSS-Sagar has joined the team on 10th January 2011, both are graduates and from one of the project village named Jamghat! When they joined they have never seen any laptop or computer and touching it was a dream for them!  With the initial interaction and induction with them have shown interest among them to learn the things…

From the Feb 1st 2011, the process of baseline survey has started and all the staff get engaged in it and did the baseline survey in the spiluated time period and after the baseline survey when it came to do the data entry initially all the staff were bit afraid that now they have to work on the  computers and for them it was bit difficult, but its HARI & RAJA who along with the project Coordinator took the initiative to do the entry, although initial few days they were not able to understand what to do? But slowly-slowly with guidance from the project coordinator they have learnt the entry in the SPSS as well as on Excel and with some extra days they were able to complete the entry of villages for which they have done the baseline survey, seeing both Raja and Hari, other two cluster coordinators also get motivated and able to finish few villages data entry!

After all the data entry , during the joint meeting of HARIT PRAYAS partners to set the results and analyse the baseline findings to have clear cut targets, rest of the two teams have completed their analysis part, but it’s the MVSS-Sagar team, who has not able to do the analysis part, because their coordinator has resigned in between…
………without analysis of baseline survey its not possible to set the targets,  and again its Raja and Hari, who took the initiative for their team and  with the support from caritas India project officer , they did the analysis of the collected data and presented in front of all the team members during the Joint review meeting…its important to note that these two cluster coordinators have never known of excel/SPSS but have done the good work on that!.....now they are mobilizing the community for other aspects of the projects….
…in words of Raja…for me HARIT PRAYAS is a school, where iam student as well as a teacher…I am doing both learning and teaching!
