Dear all,
IT’S NOT THE FOOD SECURITY, IT'S HOW WE ARE SECURING THE FOOD MATTER!
on one side Indian government is talking on need of annually 60-61 million tons of grains to feed people ( if the proposed food security bill would come), where as on the other hand government don’t have proper storage to store food grains and vegetable. Recently in Punjab farmers have thrown their vegetables on road; as they have high production but they don’t have buyer and storage for the produce.
Its not that we don’t have sufficient food grains, its we don’t have the proper system of:
· Storage-for food grains
· Purchase from farmers
· Promotion for agriculture
· Credit for farmers ( not the business farmers-typical farmers who do farming, most of the credit available in farming is availed by either rich farmers or rich farming based business man-LIKE reliance fresh and others).
· Promotion of community based farming systems (rather than individualistic farming system).
· Hardly anyone of us wants to be a farmer!
Is we are able to establish the above said systems, I hope there is no need of food security bill for India , India can “secure its food and would come out of the trap of hunger ness’

Progess in HARIT PRAYAS project @JCSS-Jhansi
Project activity: In the November 2011 month a wide range of activities took place. These activities are as following -

The meeting of all CBOs (Farmer’s club and Mahila Mandals) took place as per schedule. Regular monthly meeting is helpful in organizing farmers and women into a group and a sense of solidarity is being developed. Apart from this the monthly meetings are helping the members of these groups hoe to run a group successfully.
Micro trainings on SHG management have been finished this month. Women from 5 SHGs have been trained in the villages. Hope this training will facilitate women of Mahila Mandals/SHGs to run their CBO smoothly. They learnt the importance of SHG, the meeting process, documentation, purpose of saving, discussion on several social issues etc.
Demo plots on organic farming have been completed this month. 2 quintals of certified seeds of wheat, 10quintals of vermicompost and 5 packets of Tricodarma have been distributed among farmers of 5 different villages. The follow up is being done and in the demo plot the farmers are seeking suggestion from K.V.K scientist Mr. Mukesh chand and Dr. Gupta. Without expert opinion the demo-plot may not be successful. This is why JCSS has requested K.V.K scientists to assist Harit Prayas farmers in demo plot.
Two charts related with tool have been developed by team harit prayas to measure the progress of project at JCSS. The chart will be assisting in applying tools successfully and scientifically. The chart has been distributed to the field coordinator and cluster coordinators. As soon as date is received, the tool and pmf will be sent, after compilation, to Caritas india .
To resolve the issue of T.A and manage the human resources a T.A chart has been prepared.
The opening up bank accounts of all eligible CBOs has been started.
Farmer’s training on Government agricultural scheme has been conducted this month. Resource persons were from k.v.k and in total 65 participants were there in this training. This training was conducted at Block level.
To get the approval from NBARD for the farmer’s club, JCSS is trying her best. Hope by the end of January atleast two Farmer’s club will be approved by NABARD.

Major progress in HARIT PRAYAS project in Nov 2011 @MVSS-Sagar
· Awareness on RTI and NREGA: Village level training was conducted by the cluster coordinators in their respective villages & as a result of this about 250 people participated and out of that 61 had filed application for work under NREGA and 24 has got work.
· Identification of PATTA needed: 2 belts of farmers were identified, in total near about 50 farmers who have not yet received their patta of land. Their documentation was complete and had receiving’s of the application filed for patta. We have discussed the issue for them with Sarpanch and Forest officer and they have given the positive response.
· Panchayat level training on CBO management: PRI members from along with our FC and MM members attended the training & various issues related to the group, its formation, importance of being together etc. was discussed.
· Panchayat level training on RTI in MNREGA:. Members from PRI, FC and MM had attended the training. Many issues regarding late payment, improper maintenance of muster roll, how to file RTI, were discussed. An application format was distributed to the participants during training.
· Audio/video mass media activity: 5 Panchayat level audio/video mass media activity was conducted by combining 3 nearby Panchayats. We have organized puppet show which is a very new activity for the community member as they have never seen it before. The theme of the show was NREGA and organic farming.
· Liasoning with officials: met Mr. Tiwari, wheat researcher and Ms. Pratibha Das, Researcher in KVK. They told us about various new upcoming and researches going on to increase the production and will soon send us a copy of the findings. We also met with the Nabard DDM, ADO Rehli and officials of Forest Department.
· Organic farming: We have identified to farmer’s club who are interested in making compost pits for promotion of organic farming in their area. We are working on them and making the maximum out of the two to attract more towards organic farming. In total we have 12 farmers who are interested in forming NADEP. We have also discussed SWI technique with the farmers during FCs meeting and have agreed to follow the technique in small area from the next season.
मनरेगा (MGNREGA) पर बेजा सवाल
मनरेगा योजना की नीतियों और क्रियान्यवन को लेकर यह सवाल खड़ा किया जाना सही नहीं है कि इससे खेती पर प्रभाव पड़ रहा है और विकास योजनाएं प्रभावित हो रही हैं। मनरेगा यानी महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी कानून एक बेहतरीन योजना है जिसे काफी सोच-समझकर और ग्रामीण गरीबों के हितों को परिलक्षित करके बनाया गया है। इस योजना के क्रियान्वयन के बाद से देश के लाखों लोगों को अपनी आजीविका चलाने के लिए वैकल्पिक रोजगार पाने में मदद मिली है, लेकिन सबकुछ अच्छा ही हो, ऐसा भी नहीं है। इस योजना में सिद्धांत रूप में कहीं कोई खामी नहीं है, लेकिन इसका जिस तरह से क्रियान्वयन किया जा रहा है वह प्रक्रिया अवश्य दोषपूर्ण है। ऐसा इसलिए है, क्योंकि सरकार ने इस योजना के सही क्रियान्वयन को सुनिश्चित करने के लिए कोई कारगर कदम नहीं उठाया और न ही इसके मूल्यांकन का कोई तंत्र बनाया। इस कारण सरकारी कोष से दिए जाने वाले धन का सही उपयोग नहीं हो पा रहा। इस संदर्भ में ताजा आरोप मनरेगा के कारण खेती के लिए मजदूरों की कमी होने का है। दलील दी जा रही है कि कुछ समय के लिए इस योजना को बंद कर देना चाहिए। इस तरह के विचार देने से पहले हमें मनरेगा के मूल प्रावधानों को ठीक से पढ़ने की आवश्यकता है। मनरेगा कानून में यह कहीं नहीं लिखा है कि व्यस्त सीजन में अकुशल मजदूरों को काम दिया जाए। मनरेगा का कानून साफ-साफ कहता है कि संबंधित ग्राम पंचायत में एक हाजिरी रजिस्टर बनाया जाएगा, जिसमें बीपीएल, अनुसूचित जाति और अनुसूचित जनजाति की श्रेणी में आने वाले लोगों के नाम दर्ज होंगे और इन्हें ऑफ सीजन में तभी रोजगार दिया जाएगा जब ये काम की मांग करेंगे। साफ है कि खेती के सीजन में इन मजदूरों को काम देने की बात नहीं कही गई है इसलिए खेती के लिए मजदूरों के न मिलने या उनके मनरेगा में व्यस्त होने का आरोप तर्कसंगत नहीं। वस्तुत: खामी सैद्धांतिक नहीं, बल्कि व्यावहारिक है। एक ऐसे तंत्र का विकास किया जाना चाहिए जो न सिर्फ इस पूरी योजना का मूल्यांकन करे, बल्कि इसके सही क्रियान्वयन को भी सुनिश्चित करे। इसके अलावा मनरेगा के तहत ग्रामीण लोगों के जीवन को बेहतर बनाने और वहां इंफ्रास्ट्रक्चर के विकास के लिए भी काम करने की बात कही गई थी। इसके लिए स्थायी परिसंपत्तियों का निर्माण और विकास किया जाना चाहिए था। इसके तहत सूखे क्षेत्रों में सिंचाई के साधनों और सड़कों का निर्माण किया जाना था। व्यवहार रूप में इस दिशा में शायद ही कोई कदम उठाया जा रहा है जो इस कानून के मूल भावों के विपरीत है। उम्मीद की जानी चाहिए कि सरकार इस बारे में समुचित ध्यान देगी और कोई कारगर कदम उठाएगी। मनरेगा जैसी योजनाओं के कारण धन की कमी होने और विकास के प्रभावित होने की दलील भी निराधार है, क्योंकि कृषि क्षेत्र अथवा बाकी दूसरी योजनाओं के लिए भी सरकार ने बड़ी मात्रा में धन जारी किया है। वास्तव में कमी धन की नहीं, बल्कि उसके सही उपयोग और कुप्रबंधन को रोकने की नीयत में है। स्वर्ण जयंती ग्रामीण स्वरोजगार योजना और स्वर्ण जयंती शहरी रोजगार योजना के लिए भी सरकार काफी धन देती है, लेकिन इनका सही इस्तेमाल शायद ही हो पाता है। इस बारे में राज्य सरकारों की बड़ी भूमिका है। जब तक हमारे देश के राजनेताओं में इस तरह की इच्छाशक्ति का विकास नहीं होगा और सरकार में दृढ़ता नहीं होगी तब तक हम अपेक्षित परिणाम पाने की उम्मीद नहीं कर सकते। इस क्रम में हम रिटेल सेक्टर में विदेशी निवेश यानी एफडीआइ के मुद्दे पर सरकार के ढीले-ढाले रुख को उदाहरण के तौर पर देख सकते हैं। एफडीआइ आर्थिक सुधारों की दिशा में एक बड़ा कदम हो सकता था। इससे आम लोगों, उपभोक्ताओं, किसानों को लाभ होने के साथ-साथ रिटेल इंफ्रास्ट्रक्चर का विकास होने से पूरी अर्थव्यवस्था को लाभ मिलता और बड़े पैमाने पर युवाओं के लिए रोजगार सृजित होते, लेकिन सरकार अपने ही निर्णय पर राजनीतिक दृढ़ता नहीं दिखा सकी। जब उसे एक सही मुद्दे पर अड़ना चाहिए था, वह भाग खड़ी हुई। इससे सरकार की कमजोर इच्छाशक्ति का पता चला। इस यूटर्न से सरकार की देश में ही नहीं अंतरराष्ट्रीय स्तर पर भी किरकिरी हुई। जब सरकार ही कमजोर हो और किसी तरह का निर्णय ले पानेमें असमंजस की बीमारी से ग्रस्त हो तो विपक्षी दलों अथवा किसी और को दोष देने का कोई मतलब नहीं। औद्योगिक विकास दर गिर रही है जो आने वाले समय में और भी नीचे जा सकती है, इसलिए फिलहाल किस तरह के कदम उठाए जाएं किसी को समझ नहीं आ रहा है, लेकिन यहां सवाल इस स्थिति के बनने और उसके लिए जिम्मेदार नीतियों का है। सरकार ने यदि समय रहते सही निर्णय लिए होते और राजनीतिक इच्छाशक्ति दिखाई होती तो हालात बदल सकते थे। यह समय नीतियों को सही रूप में क्रियान्वित कराने, उसके लिए तंत्र विकसित करने और राजनीतिक दृढ़ता दिखाने का है। यदि सरकार अपने रवैये में बदलाव लाती है तो हालात बदल सकते हैं अन्यथा आने वाला समय और भी मुश्किलों से भरा हो सकता है। जिस तरह एक कमजोर व्यक्ति को सभी परेशान करते हैं वैसे ही एक कमजोर सरकार को सभी छेड़ते हैं और आज यही देखने को भी मिल रहा है। चाहे मनरेगा योजनाओं को लेकर की जा रही आलोचना का मुद्दा हो अथवा विकास विरोधी माहौल बनने और नए संकट खड़े होने का।

JCSS-Jhansi HARIT PRAYAS team: Challenges faced during the implementation of the project ( in November 2011
- For any training at block level, it is very tough for the poorest and marginalized community members to participate, because they have to spend 60-100 rs to come from villages to babina block meeting hall.
- Due to sowing season of Rabi crops, team found it difficult to contact farmers at their home. Team has to contact them in the field, which was often 1 km away from the main road. A lot of time and energy was exhausted in this process.
