राज्य योजना आयोग के उपाध्यक्ष ने किया बुन्देलखण्ड विशेष पैकेज के कार्यों का निरीक्षण

बुन्देलखण्ड विशेष पैकेज के अंतर्गत किये जा रहे कार्यों का आज छतरपुर जिले में राज्य योजना आयोग के उपाध्यक्ष श्री बाबूलाल जैन ने निरीक्षण किया। राज्य योजना आयोग के उपाध्यक्ष ने हाल ही में पदभार ग्रहण करने के बाद बुन्देलखण्ड क्षेत्र के जिलों से अपने दौरे की शुरूआत कर विकास कार्यों का निरीक्षण किया। उन्होंने कहा कि शासन बुन्देलखण्ड क्षेत्र के विकास के लिए दृढ़ संकल्पित है। इस क्षेत्र के विकास के लिए शासन द्वारा पैसे की कोई कमी नहीं रहने दी जायेगी। क्षेत्र का समग्र विकास करना शासन की प्राथमिकता है।

राज्य योजना आयोग के उपाध्यक्ष श्री जैन ने जिले के राजनगर क्षेत्र में बुन्देलखण्ड विशेष पैकेज के अंतर्गत निर्मित कराये गये कुटनी पोषक जलाशय, बरियारपुर बॉयी नहर परियोजना एवं ग्राम पंचायत लखेरी के अंतर्गत वन विभाग द्वारा निर्मित कराये गये तालाब का अवलोकन किया। उन्होंने उक्त कार्यों को देखकर प्रसन्नता जाहिर की। उन्होंने कहा कि इन कार्यों को देखकर मेरा मन प्रफुल्लित हो उठा है। वास्तव में मध्यप्रदेश के मुख्यमंत्री श्री शिवराज सिंह चौहान के द्वारा बुन्देलखण्ड के विकास एवं जनता के हित में कई कार्य किये जा रहे है। इन सभी कार्यों का श्रेय प्रदेश के मुख्यमंत्री श्री चौहान को जाता है। उनके ही प्रयासों से क्षेत्र की जनता को बुन्देलखण्ड विशेष पैकेज के तहत कराये जा रहे कार्यों की सौगात मिली है।

राज्य योजना आयोग के उपाध्यक्ष श्री जैन ने कुटनी पोषक जलाशय पर निर्मित कराये जा रहे गेटों एवं उससे पानी छोड़े जाने की जल संसाधन विभाग के अधिकारियों से जानकारी ली। अधिकारियों द्वारा बताया गया कि अगस्त माह तक सभी गेट बनाये जाने का कार्य पूरा कर लिया जायेगा। जिससे जलाशय में और अधिक पानी का भराव हो सकेगा एवं आवश्यकतानुसार ही पानी छोड़ा जायेगा। इस बांध के बन जाने से क्षेत्र में सिंचाई सुविधा का विस्तार हो गया है। उन्होंने बांध से निकाली गई बारियारपुर बॉयी नहर परियोजना का अवलोकन कर कराये गये कार्यों की सराहना की। ग्राम पंचायत लखेरी में वन विभाग द्वारा 5 लाख 74 हजार रूपये की लागत से बनवाये जा रहे तालाब का अवलोकन किया। इस तालाब में 4 लाख 68 हजार रूपये की राशि खर्च की जा चुकी है। ग्राम के पूर्व सरपंच श्री लल्लू कोरी, श्री रामकुमार शुक्ला एवं श्री रतीराम त्रिवेदी से राज्य योजना आयेाग के उपाध्यक्ष श्री जैन ने चर्चा की। उक्त ग्रामीणों ने बताया कि अब हमारे यहां तालाब में पानी भर जाने से पशुओं को पीने के लिए पर्याप्त पानी मिल सकेगा। इस क्षेत्र में जंगली सुअर, नीलगाय, सियार, लकड़बग्गा, बंदर आदि जानवरों की संख्या बहुतायत में है जिन्हें वन विभाग द्वारा निर्मित कराये गये तालाब का लाभ मिल रहा है। ग्रामीणों ने बताया कि क्षेत्र में तालाब के बन जाने से ग्राम के कुओं का जलस्तर भी बढ़ गया है क्योंकि यह तालाब ऊंचाई पर स्थित है।

राज्य योजना आयोग के उपाध्यक्ष श्री जैन ने कहा कि ग्रामों से ही योजनाएं तैयार की जाती है। जिससे स्थानीय लोगों की आवश्यकताओं को ध्यान में रखा जा सके। इसी उद्देश्य से मैं यह दौरा कर रहा हँू जिससे प्रदेश के विकास के लिए बेहतर तरीके से योजनाएं बनाकर उनका क्रियान्वयन किया जा सके। उन्होंने कहा कि प्रदेश में पर्यटन को विकसित करने के लिए भी योजनायें तैयार की जायेगी। जिससे प्रदेश की ख्याति विदेशों में बढ़ सके।
उन्होंने ग्राम पंचायत लखेरी की महिलाओं से चर्चा के दौरान शासकीय योजनाओं के संबंध में जानकारी ली। ग्राम की रज्जीबाई एवं छनुआ बाई ने बताया कि उन्हें राष्ट्रीय ग्रामीण रोजगार गारंटी योजना के तहत कपिलधारा कुए एवं बुन्देलखण्ड पैकेज के अंतर्गत डीजल पंप प्रदाय किया गया है। उन्होंने कहा कि शासन हमारे लिए बहुत कुछ कर रही है। लखेरी ग्राम पंचायत के सरपंच श्री नत्थू कुशवाहा ने बताया कि ग्राम पंचायत में ईमानदारी के साथ सभी कार्य सम्पन्न हो रहे है। शासन की योजनाओं का लाभ लोगों तक पहुंच रहा है।

Bundelkhand NREGA workers to get their wages at their doorstep

With elections round the corner, the Uttar Pradesh Government has woken up to the need for reforms in MGNREGA. And it has started the process by bringing around 10 lakh workers in Bundelkhand under a new system of financial inclusion under which they would be able to get their wages at their doorstep through business correspondents.

The workers will be issued smart cards for wage disbursement. The business correspondents will carry hand-held devices, connected with finger-print readers, on which these cards can be swiped for drawing money.

A pilot project was launched in 10 villages each in Andhra Pradesh, UP, Bihar, Kerala and Orissa last year on instructions from the Government of India. In UP, all 10 villages are in Unnao district and the pilot project has been successful.

But no state had taken it forward for implementation on a large scale. The UP government wants to first introduce the system in Jhansi district and then move on to other districts of Bundelkhand region — Banda, Mahoba, Chitrakoot, Lalitpur, Hamirpur and Jalaun — in a phased manner.

In Jhansi, about 1.5 lakh workers in 437 gram panchayats will be covered. The total number of MGNREGA job card holders in Bundelkhand is around 10 lakh.

The Department of Rural Development has floated expression of interest for interested banks and institutions to implement the task. Two banks, Punjab National Bank and ICICI Bank, have shown interest and the state government is now planning to float request for qualification soon.

Once the system is introduced, MGNREGA workers would not have to stand in queues at banks to draw their wages. Instead, bank correspondents would visit them.

Using smart cards, workers would be able to file their demand for work on the site, get receipt against this demand, register their attendance at work site and draw wages at their doorstep.

Harit Prayas@MVSS Sagar making Dhobi village to shine with electricity!

Dhobi, a small village located in the interiors of Rehli block with 152 household situated in 1.5 km of area. It is scatter into 3 tolas due to caste discrimination;  were neither electricity nor irrigation sources of agriculture could be found was a mystery. It was this mystery that needed to be brought to the light. Many a efforts had been shatered and dreamz of 200 farmers to attain their livelihood from agriculture through electicity means broken down.

Initially when Harit Prayas introduced itself in dhovi, people over there were least interested in its activities. Forming any mahila mandals (MM) & Farmers Club (FC) seems to be impossible. But it was the first attempt and the regular visit of the Harit Prayas staff that made this dark age of the village come to the light. With a ray of hope shining for the last month in the eyes of many farmers and village women, we made this ray to shine in the form of MM and FCs. This effort was an attempt to gather the voice of the voiceless, bringing light to the lightless.

Daily field visit by the Harit Prayas staff and struggling with the villager’s way of dealing with things we have made the best way for the many of the deprived to get to know their value and statutes of lives. To join these people and to make a people led approach to the issues in the government authorities was the first step taken towards success taken in the Gram Sabha oganized on 15^th august 2011. HARIT PRAYAS cluster coordinator Mr. Hari was also present and motivated village panchayat community about the importance and efforts of CBOs in handelling the village issues.

With the effort of village Mahila mandalas and farmers Club being formed under the HARIT PRAYAS project village community knock the door of electricity department and the to voice of togetherness has worked  and villagers got a green signal from the authorities of installing a electricity transfarmer for Dhobi village. This effort has made the villagers to realize what they can do.
